Jimmy Savile, eccentric king of children's TV, dies aged 84

As tributes pour in for the Fix It host, Tracy McVeigh looks back at an extraordinary career on radio and TV

Where does one begin to describe the life and trademarks of Sir Jimmy Savile, who was discovered dead at his home in Yorkshire on Saturday , just two days before his 85th birthday?

Police were called to his house at Roundhay, Leeds, just after midday and said there were no suspicious circumstances around his death.

An eccentric British entertainment figure for some six decades, with wild platinum hair, Rolls-Royce and ever-present cigar, he was a marathon runner, hospital fundraiser, TV and radio star, Fix-It man, Tarzan impersonator and knight of the realm. His accountant claimed to have stopped counting after Savile raised more than 40m for various causes.

Savile enjoyed regular dinners with one-time neighbour Margaret Thatcher when she was prime minister and played court jester at social gatherings of the royal family. He acted as an intermediary for Charles and Diana before their split, and discovered violinist Nigel Kennedy.

Usually encased in gaudy tracksuits and adorned with chunky solid gold jewellery, a predecessor of bling long before hip-hop or Ali G, Savile was an extraordinary character and loner who delighted in being an enigma and hid a sharp intellect behind wildly inane chatter.

A member of Mensa with a very high IQ, Savile got the OBE in 1971, his knighthood in 1990 and in between racked up an honorary doctorate of law from Leeds University, an honorary fellowship of the Royal College of Radiology, was made a Knight of Malta, and claimed to be an honorary Royal Marines green beret and an Esteemed Friend of Israel.

Savile was born in Leeds in 1926, the youngest of seven, to a poor Catholic couple, Vincent, a bookmaker's clerk, and Agnes, the women he called the Duchess and whom he lived with until her death in 1973. Afterwards he kept her room preserved and had her clothes regularly dry cleaned because he said it was "better then a photograph".

He had at least two brushes with death himself as a youngster, once as a baby when he had pneumonia and once in a mining accident as a 14-year-old Bevin boy, drafted to work as a coal miner during the second world war. He damaged his spine and spent three years learning to walk again, but his joke when asked about his memories of those days was that all he could recall was "banging my head on the roof".

After the war he turned to the dance hall scene and throughout the 1950s ran clubs in Yorkshire. He claimed a fistful of firsts ? from being one of the innovators of rock'n'roll, to running the UK's first "disco", in 1948 in Leeds. He also claimed to be the first person to use two turntables and a microphone as a DJ.

Then came athletics. Savile became a semi-professional sportsman, taking part in the 1951 Tour of Britain cycle race and fighting more than 100 bouts as a professional wrestler.

But it was work on Radio Luxembourg and then Radio Caroline that got him noticed and, in 1964, Savile presented the first edition of BBC TV's Top of The Pops. (He returned to present the last episode in July 2006.)

In the 1970s his catchphases took off: he appeared in TV adverts urging motorists to wear seatbelts and "clunk click every trip". In 1975, he began a 20-year run as the host of Jim'll Fix It, working miracles for more than 1,500 children who wrote in asking for wishes to come true. The Jim'll Fix It badge became an object of desire for thousands, while Savile's phrases "How's about that, then?', "Now then, now then, now then", "Goodness gracious", and "Guys and gals" became as familiar as the man himself. From 1977 he was the face of British Rail, declaring it "the age of the train".

The sometimes improbable nature of Savile's personality, along with his bachelorhood, made him a target of much gossip. He said he didn't even want to spend the night with a woman to avoid the "headache".

"I was the youngest of seven: four sisters, two brothers," he said in 2001. "There was great excitement in the house when they got married. The big day dawned and there was a bloody dress, people weeping and lovey-dovey and all that, and a bit later on, be it a month or a year or whatever, it was all 'he's a bastard' and 'she's a bastard'. I couldn't work out why they ended up wanting to kill each other. Something must have happened. Therefore I wanted no part of it."

He gave some extraordinary interviews, once telling psychiatrist Anthony Clare: "I haven't got any emotions. Feelings aren't logic." When asked about children, he said: "I couldn't eat a whole one ? hate 'em." The only reason he got on with children, he said, was because he did not like them. But later he said he only said he hated children to stifle rumours about his sexual preferences.

Savile's cartoonish image made him a target too, which he hated. In 1994, Chris Morris spoofed his death and was hit with threats of legal action. A 2000 documentary by Louis Theroux probed his unusual lifestyle and Savile was hurt by the implication he was an egomanic.

Among those paying tribute were fellow DJs. Dave Lee Travis said Savile had been a larger than life character, adding: "We are all going to be worse off without him around." Tony Blackburn said: "He was a one-off ? that's the way he'll be remembered, really."

Abolishing user fees - does the reality match up to the dream?

A series of papers published this week attempts to take a measured look at what happens to the poor, when healthcare fees are abolished in sub-Saharan Africa

Ending the fees that poor people have to pay to get treatment for illnesses would seem to be both morally right and practically sound. Gordon Brown, as UK prime minister, championed the end of user fees in 2009, proudly announcing ahead of a New York summit that four countries would scrap them ? Nepal, Sierra Leone, Malawi and Burundi.

But a review published this week by experts from the Institute of Tropical Medicine in Antwerp, sponsored by Unicef which originally commissioned some of the work, suggests that the switch to free healthcare just is not that simple. Most importantly, countries that take that road need help and financial support if an idealistic idea is not to end in the suffering of sick adults and children ? as the drugs run out in clinics that no longer have a reliable income stream from patients. And yet, they say, "in 2011, some donors pulled out of countries after having encouraged them to remove user fees in the first place."

The review, published as a supplement in the Oxford University Press journal Health Policy and Planning, says "policies aiming to reduce financial barriers can be very effective in improving health service utilisation, provided they are well designed, funded and implemented." But they "cannot be removed with the stroke of a pen".

Unfortunately, that is exactly what has sometimes happened. Presidents, sensing a popular mood and maybe with a vote coming up, make a big announcement. And then the ministry of health has to catch up. "Electoral considerations have played a role," say health economist Bruno Meessen and colleagues in a paper looking at what happened in six countries. "For instance, in Uganda the decision was taken during the presidential election campaign under pressure of opposition candidates. In Burundi, Liberia and Uganda, the decision to remove user fees was taken by the president, sometimes in a sudden and top-down manner."

Some countries have abolished all fees, while others have removed them for pregnant woman and small children, conscious of budget restraints but in the hope of improving their maternal and child mortality outcomes.

But the pitfalls are the same. Without sound preparation and resources to compensate clinics for loss of revenue from patients, things can start to go wrong.

In all six countries [Ghana, Senegal and Burkina Faso are the other three studied], the reform was initially enforced in most facilities. In Uganda, there is evidence that this happened on a large scale and lasted for years. However there are indications that insufficient funding and, perhaps, perverse incentives, are now undermining the policy (eg households are obliged to purchase drugs from private drug outlets). In Ghana the health facilities started implementing the reform but some resumed charging when reimbursements were exhausted and debt was piling up at regional drug stores. In Senegal there is evidence that even at the start of the reform some facilities failed to provide free deliveries or only removed part of the user fee charges.

From what I have seen and been told on a number of visits to Soroti district in northern Uganda, healthcare is free only in theory. There is no charge to see the doctor or clinical officer or nurse at an out-patient clinic, (although you may have a very long wait) but drug stock-outs usually mean you have to find the money to buy not only drugs but surgical gloves, intravenous fluids and other essentials from a private shop. Worse still, some of the hospital doctors demand payment from their patients ? shockingly even threatening to withhold a life-saving caesarean section from a woman, in one case, if her husband did not find the money.

Proper government funding and well thought-out systems for supplying drugs and staff to clinics may not end corruption, where it exists, but they must help. And it certainly appears from this review that donors who urge the end of user fees need to step in - and stay in - with support and money if fledgling free healthcare systems are to work as well as they possibly can.

APOEL turning heads across Europe

Ger McCarthy
Wayne Rooney made headlines for the right reasons, Man City left it late before squeezing past Villarreal while Aaron Ramsey scored late in the south of France to put a rare smile on Arsene Wenger's face.

WINNERS
Wayne Rooney
THE ENGLAND striker put a turbulent week behind him with both Manchester United goals in the 2-0 win over Otelul Galati in Bucharest. Two converted penalties saw Rooney write himself into the history books as the top-scoring Englishman in Champions League history with his 25th and 26th European strikes.

Manchester City
ROBERTO Mancini went from angrily gesticulating at Carlos Tevez in the Allianz Arena on Matchday 2 to triumphantly pumping his fists in the air at the end of Tuesday night's last-gasp victory over Villarreal.  Sergio Aguero's injury time winner kept City's Champions League campaign alive after the Premier League side struggled for long periods against a Villarreal team currently sitting in the bottom half of La Liga.

Karim Benzema
THE FRENCH striker helped Real Madrid maintain their 100% record in Group D on Tuesday with a terrific individual display in the 4-0 victory at home to Lyon. Benzema tormented his previous employers with an all-action display that began with scoring the opening goal after 19 minutes. The Madrid striker setup Sami Khedira for Jose Mourinho's side's second and was instrumental in the build-up to Mesut Ozil's deflected third goal.

Chelsea
IN a season Man Utd and Man City dominate the domestic and European headlines; Andres Villas-Boas is quietly overseeing a renaissance at Stamford Bridge. Chelsea are playing an attractive brand of football under their new manager and firmly involved the Premier League title race thanks to the form of Juan Mata and emergence of youth players such as Daniel Sturridge. Chelsea repeated their improved domestic form in Europe on Wednesday night with a 5-0 dissection of Genk. Is this the year Roman Abramovich finally gets his hands on the coveted Champions League trophy?

Arsene Wenger
ARSENAL were far from convincing in their narrow 1-0 win over Marseille on Wednesday to move to the summit of Group F following a dull and un-inspiring contest. Wenger's introduction of substitute Aaron Ramsey proved the deciding factor with the Welsh international netting an injury-time winner. Wenger has shipped plenty of deserved criticism for Arsenal's poor start to the season but a lucky win in the south of France may yet prove the catalyst to another long run in Europe.

APOEL
THE CYPRIOT champions are the surprise package of the 2011/12 Champions League. APOEL currently top Group G with 5 points from their three games to date. Wednesday night's gutsy 1-1 draw away to FC Porto followed a similarly impressive draw away to Shakhtar Donetsk and shock win over Zenit St. Petersburg. Should Ivan Jovanovic's side overcome Porto in their GSP Stadium in Nicosia on Matchday 4 then the Cypriots will have one foot in the knockout phase.

LOSERS
Nemanja Vidic
THE SERBIAN defender returned to first team action for Man Utd in Bucharest on Tuesday  and marked his comeback with a red card. Vidic had not played since tearing a muscle in the opening game of the season at West Brom and looked short of match fitness. Vidic was dismissed for a clumsy second half tackle on Galati's Gabriel Giurgiu and could potentially miss United's three remaining group fixtures depending on the result of a UEFA Disciplinary hearing.

Villarreal
THREE consecutive defeats have left Juan Carlos Garrido's Villarreal rooted to the bottom of the Group A table and heading rapidly towards the exit door of European football for another season. Consecutive 2-0 defeats to Bayern Munich and Napoli plus Tuesday night's 2-1 loss at the Ethiad Stadium has left the Yellow Submarines’ Champions League aspirations in tatters. Things appear even bleaker on the domestic front with Villarreal currently marooned in 14th spot in the Primera Liga standings.

Borussia Dortmund
JURGEN Klopp's all conquering Borussia Dortmund team that strolled to the 2010-11 Bundesliga title has yet to win a Champions League game this season. The Germans have been the biggest disappointment of this year's tournament with only a point to show for their three Group F outings. An opening day draw with Arsenal represents Dortmund's solitary point of an otherwise dreadful campaign while back-to-back defeats at the hands of Marseille and Olympiacos has Borussia firmly rooted to the bottom of their group table.

Report: Gaddafi son protected by Sudanese rebel group

According to report published Monday in a Sudanese newspaper, Saif al-Islam, son of slain Libyan leader Muammar Gaddafi, is currently in Sudan under the protection of Khalil Ibrahim, leader of the "Justice And Equality" movement. He entered Sudan after crossing from Chad. The "Alintibaha" newspaper quoted sources described as reliable saying Saif al-Islam left the Libyan city of Sirte on the 27th of August in a convoy of six armored vehicles.

Some 40 dead in Syria violence

Syrian security forces opened fire Friday on protesters, killing about 40 people, activists said. Much of the bloodshed Friday happened after the protests had ended and security forces armed with machine guns chased protesters and activists, according to opposition groups monitoring the demonstrations

The Syrian opposition's two main activist groups, the British-based Syrian Observatory for Human Rights and the Local Coordinating Committees, gave figures for the protesters killed on Friday ranging from 29 to 37.

The flashpoints were Homs and Hama in central Syria.

Behind the music: How X Factor winners lose out

The X Factor is no longer offering a 1m record contract as its prize ? but even when it did, that money was unlikely to end up in the winner's pocket

Last week, the news leaked that The X Factor has dropped the "1m recording contract" top prize. Apparently this happened in 2009, but contestants were sworn to secrecy, so the change has only now come to light. The contracts this year's finalists have been asked to sign give them an advance of "just" 150,000 for their first album, according to the Sun. The advances for the follow-up albums increase by just under 100,000 with every release, which means the act would have to release four albums to earn a million pounds. No act has so far managed to reach that point before being dropped.

The 2008 Britain's Got Talent winner, George Sampson, has spoken about feeling let down by Simon Cowell for dropping him after his first single flopped, and of being upset that he didn't make any money out of his record deal ? in fact, he said, he "owed" money to Cowell's label, Syco.

That people are surprised by these revelations illustrates how the myth of the pop star life is still pervasive. As record sales have plummeted by almost 50% in the past decade, the advance most new artists can hope for, even from a major label, ranges between 75,000 and 150,000. If X Factor wannabes are still under the illusion that winning will make you a millionaire, they're in for a surprise when they realise how record deals really work.

I was always under the impression that the "1m recording contract" was what the label would spend on and invest in the artist, anyway. Besides, advances are always recoupable ? hence the name. And to illustrate why artists almost never pay off this debt, and thus never see any record royalties at all, look at an artist whose new album was advertised recently in the first commercial break of The X Factor: Birdy.

That particular ad slot is one of the most expensive on television: primetime on one of the most popular shows. If I remember correctly, the ad was 30 seconds long, which means it would've cost around 125,000 (twice that if it was a minute). I don't know the details of Birdy's particular contract (with Atlantic), so this is somewhat hypothetical, but let's imagine she got an average record deal for a newcomer. She would have to pay for half of that TV ad, 62,500, out of her royalties. Receiving a typical royalty rate of around 15% of the approximately 47p that go to the label from each iTunes download, she'd have to sell 886,525 downloads just to pay for the ad. If her contract doesn't stipulate this, then it would most likely include a clause saying she'd get half the royalty rate on all UK sales in the accounting period relating to the ad campaign. If she received an advance of 150,000, she'd have to sell another 2,127,660 single downloads just to break even.

That's not all she would owe. There are plenty of other costs the label add to the artist's tab. One musician told me: "If I'd have known that it was actually my own money I was spending, I wouldn't have taken all those limos, first-class flights ? or flown in a saxophone player from another country just because I wanted him to play on my record."

Of course, just because an artist hasn't "paid off" their advance doesn't mean the label hasn't made their money back. After all, the label's share per download, which does not count towards the recoupment, is around 40p. (Although, even if it collected the full 47p, it would still take 319,149 downloads to make 150,000.)

Yet Sampson's statement that he owed Cowell money is a bit misleading. Once he got dropped, his tab was written off. Syco/Sony could only recoup what they spent from what he produced during his contract. You may wonder why a label would drop an artist before it made back what they spent on the advance, promotion, marketing, recording and tour support. But this figure, which can amount to hundreds of thousands of pounds, often rises faster than what an artist generates in revenue. IFPI recently claimed it costs $1m to launch a pop artist; according to Mike Smith, managing director of Columbia Records, it costs 10,000-20,000 for his artists to perform on The X Factor, and up to 100,000 for a slot on the Brits. So labels may decide to cut their losses before they've spent too much on an act that isn't performing well in the charts. A prime example of this is Mariah Carey's deal with EMI/Virgin: even though it was reported to be worth $81.6m, EMI chose to buy her out for $28m after less than a year, rather than spend the full sum of the deal, following the release of her album and film Glitter.

In contrast, Robbie Williams's deal with Universal, announced last week, would be nothing like The X Factor contracts. Though no details have been released, judging by his previous contract with EMI and the kind of deal structures his management prefers, it's likely to be more of a partnership ? a multi-rights deal in which Williams would've picked the services he'd like Universal to provide in return for "shares" in the "company" that is Robbie Williams. This would also allow Williams to retain the rights to his music. Then again, I'm sure Take That's initial deal was nothing like that, as the group was an unproven entity.

It's all about who holds the trump card. And let's face it, people who try out for The X Factor are desperate (and/or delusional). In their case, the house will always win. Before a single album has been released, Cowell and ITV have made millions of pounds off the phone lines, the advertising and, in Cowell's case, even the theme tune: he and Ashley Tabor, group chief executive of Global Radio, are credited as its co-composers.

So my advice to X Factor and Britain's Got Talent winners is to ride the promotional wave, which they could never have afforded had they self-released their music, for as long as possible. Once they get dropped, they're much better known to the public than before ? and then they can self-release, or pick up another record deal.

Is shared ownership a good idea?

We can only just afford a stake in a two-bed flat

Every week a Guardian Money reader submits a question, and it's up to you to help him or her out ? a selection of the best answers will appear in next Saturday's paper.

This week's question

Any answers? We can (just) afford to buy a 25% stake in a two-bed shared ownership flat that's selling for 330,000. The mortgage and rent bill will be 1,200 a month ? we earn 2,300. I'd love to hear how other readers have got on with shared ownership. Is it a good idea?

What do you think?

Egypt, Israel reach deal on prisoners exchange deal

A U.S.-Israeli citizen detained in Egypt on spy suspicions since June will be released soon, Israeli Prime Minister Benjamin Netanyahu's office said in a statement Monday. Ilan Grapel was arrested in Cairo on June 12 and has been held without charge since. Egypt's state TV confirmed that a deal was reached and said the swap would be carried out on Thursday.

Grapel, 27, was suspected by Egyptian officials of spying for Israel during the height of Egypt's uprising that toppled President Hosni Mubarak earlier this year. Israel and his relatives in the U.S. denied Grapel was a spy.
